Cycling Ireland has published its High Performance Para Pathway Strategy Performance Plan 2025 – 2028, a dedicated roadmap for the development of para cycling in Ireland over the next Paralympic cycle.
The strategy follows the release of Cycling Ireland’s broader High Performance Strategy and High Performance Pathway Strategy in April, and marks the first standalone plan focused exclusively on Para cycling.
Shaped through extensive consultation with key internal and external stakeholders, the strategy aims to build on the momentum and success achieved by Irish Para cyclists at the 2024 Paralympic Games and World Championships. It sets out a sustainable and athlete-centred approach to talent identification, development, and performance strengthening the pathway from grassroots to elite level.

The strategy was led by High Performance Para Cycling Development Coach Marcin Mizgajski, who has been instrumental in developing a vision rooted in inclusion and high performance.
“What began as a project became a mission to ensure no talented para cyclist is left behind,” said Mizgajski. Over the past year, I’ve learned that real progress in para cycling comes from listening deeply, reducing barriers, and fostering belief in every athlete’s potential. This pathway represents more than just a structure; it’s a commitment to equity, excellence, and a culture where every athlete feels seen, supported, and empowered to succeed. By building an inclusive and high-performance environment, we’re turning ambition into achievement and laying the foundations for sustained international success.”
High Performance Director Iain Dyer emphasised the significance of this strategy within the wider high performance framework: “This is the first time Cycling Ireland has produced a high performance pathway strategy specifically for para cycling. A year on from Marcin’s appointment as Para Pathway Coach, it was vital to set out our strategic direction and clearly prioritised actions not only for athletes, but for the para sport community and our partners. We’re proud to share this plan and are committed to making a real impact at the crucial intersection between domestic participation and Ireland’s most successful elite para sport programme.”
